Update from the West Hempfield Police Department
Electric Scooters, Unicycles, and Other Devices
With the availability of many new and efficient means of transportation, we would like to take some time to address the use of some of these options on public roadways. (Please refer to the PA Micromobility Fact sheet below for more information.)
E-bikes - May be operated on sidewalks and roadways in Pennsylvania, unless prohibited by local ordinance. They are prohibited on freeways. They are classified as a vehicle, but not a motor vehicle and are exempt from titling, registration, insurance, etc. They should follow laws related to and be treated by motorists the same as a bicycle.
Segway - Defined as an EPAMD, Electric Personal Assistive Mobility Device- A self-balancing, two-non-tandem-wheeled device designed to transport only one person with an electric propulsion system. They are allowed to be operated on sidewalks and the berm of a roadway unless prohibited by local ordinance. They are not required to be registered, etc.
Electric Wheelchair - Specifically designed for and used by an individual with mobility-related disability in lieu of walking, can be used on the berm of a roadway. These devices are not considered vehicles according to the Pennsylvania Vehicle Code. Operators of these devices should follow laws related to and be treated by motorists the same as pedestrians.
Electric Scooters - They are prohibited on the roadways and can only be operated on private property.
Electric Unicycles - They are prohibited on the roadways and can only be operated on private property.
WHTPD officers have the discretion of issuing a citation or a warning when enforcing the Pennsylvania Vehicle Code. If stopped for operating one of these vehicles/bikes on the roadway or sidewalk, you may be issued a citation that incurs a fine.
Reminder: Solicitation Permits Are Required
This is the time of year when businesses may come knocking on your door to offer you their goods or services. Mountville Borough Ordinance requires that persons soliciting within the Borough MUST obtain a permit through the West Hempfield Police Department. (Exceptions include non-profit organizations {e.g. Boy Scouts, Girl Scouts, Lion Clubs, Rotary, etc.}, school children selling items for school, and insurance and real estate agents licensed by the State.) Each solicitor is required to display the permit in a manner that is visible to those from whom they are soliciting. Solicitation may occur Monday through Saturday, between the hours of 9:00 AM and 9:00 PM, except by prior appointment. To protect you from unwanted solicitation, if a solicitor at your door does not have identification, please contact the West Hempfield Police Department at 717-285-5191 from 8:00 AM until 4:30 PM, Monday through Friday, (or at 1-800-957-2677 after hours).
Yard Waste Separation
All yard waste must be put into brown Kraft bags. Tags ARE NOT required. Put bags to the curb on Thursday evening, for pick-up on Friday. (Yard waste collection is weekly and runs through September 26th, 2025.)
